The Generating Force is the set of people and organizations whose job is to create and sustain ready Army forces. It includes the training and education system, doctrine development, acquisition and testing of equipment, and the personnel and logistics functions that support readiness. In other words, the Generating Force produces the units and capabilities that the Operating Force fights with by training, equipping, and sustaining them. It’s not the fighting units themselves, and it isn’t a single named command or a strategic plan. The Operating Force deploys and fights, while the Generating Force generates the forces and maintains their readiness to do so.
